What comes to your mind when your pet dog not wags its tail by seeing you?

Further information : It has got tails (which not cut off by me)

Do cockatiels normally mind being pet or rubbed on the neck?

Or is that a rare thing?

Actually most birds really enjoy being pet behind and under the neck.
I have had 2 cockatiels, a mayer parrot, and a green cheek conure.
All 4 of the birds loved being pet on the back of the neck and often showed affection when I did it.

Unless I am mistaken, I believe it has something to do with them being unable to reach that part of their body. I've heard this from multiple people so I just take it to be true.
