How do You Feel About Electronic Fences and Shock Collars?
Personally, I think that electronic fences and shock collars are cruel. Electronic training devices such as electronic fences and anti-barking collars rely on painful punishment and negative reinforcement, causing dogs to live in fear of being electrocuted for normal behaviors like crossing invisible lines, barking, and jumping onto surfaces within their own homes. Dogs wearing shock collars can suffer from physical pain and injury (ranging from burns to cardiac fibrillation) and psychological stress, including severe anxiety and displaced aggression. Dogs whose yards are surrounded by electronic fences may develop fear or aggression aimed at what they believe is the source of the shock (kids riding by on bikes, the mail carrier, the dog next door, etc.). Electronic fences may actually encourage animals to try to escape. A 6-foot privacy fence is best, preventing your dog or intruders from scaling it.

What is the best electronic dog training collar?
My Dog has a strong prey drive. We have a ton of wild turkeys and he needs to chase them. I want to stop that behavior before he runs into the street or runs after something he can't handle. He is an Australian Cattle dog about 50 lbs. Also do you know if they make collars that if the dog gets too far away from the owner the collar beeps? I want to make sure my dog knows he is not supposed to get more than 20 yards away from me. Will it sense the distance and set off an alarm so the dog knows to come back?
The problem is when he see's a wild animal he takes off after it. He is well trained in other aspects. He sits, stays, fetches and takes a crap when I want him to. When we are in my yard and a wild turkey comes in the yard I need to be able to correct his instinct to chase immediately before he he even takes off. A leash does not help, a correction with a leash is not doing the trick.
It is also difficult to predict when wild animals venture through my yard.
The best brand of e-collar in my opinion are Dogtra. No they don't to my knowledge make the type of collar you are describing. They rely on you to be watching the dog and trigger the collar. If you can't have your eyes on the dog at all times he should be on a leash. Some dogs with very high prey drive will ignore the correction from an e-collar, for them the reward to the chase is worth the correction so make sure you work with your dog in a secure area to ensure the correction will stop him and what level of correction is required to stop him before working with him in an area where if you find out it doesn't work it could cost your dog his life.
