Bike Dog Walker

is it legal for a dog walker or cyclist to force a car over the yellow line?

there are a couple of old ladies that walk their dogs every day on a road with no extra lane and many blind hills. they walk next to each other taking up more space than a car can safely pass while staying in their lane.

the other day i was driving with my 3 month old and my one year old and was forced around them on a blind hill... a dump truck came over the other side and almost hit me head on.

they have also been seen during a snowstorm doing the same thing where a car may not necessarily be able to avoid them due to conditions.

are they breaking the law? is there some legal reference i can use to file a complaint?

there are A lot of cyclists around here too and the problem is no different

it is a state route in the lakes region of new hampshire. there are no bike lanes or walking paths along the route.

because of the hills and corners there are very few areas to safely cross the yellow line.

Call your local law enforcement and ask them and perhaps they can put a cop on the road to catch these two Road Hogs. Yes, what they are doing IS illegal.
